Wholesale Broadband Price Control
The JCRA will set a price control for wholesale broadband services. JT sells access to its network at a regulated wholesale price to other operators (including its own retail division), who then provide broadband services to their customers. The retail price charged to end users is determined by the operator the customer chooses.
The price control is a renewal of the existing control that was set in 2021 and which expires on 30 September 2026. The case opened with the publication of a Case Opening Information Note on 17 July 2025. A Draft Decision setting out the JCRA's proposals was issued on 25 February 2026, with a closing date of 2 April 2026.

Wholesale Broadband Price Control - Draft Decision

This Draft Decision sets out the proposals for the Wholesale Broadband Price Control for the forthcoming control period of 1 October 2026 to 30 September 2031. It has been published alongside a supporting Frontier Economics report, which provides further detail on the cost modelling undertaken.
The Draft Decision is open for consultation until 2 April 2026.
