Telecommunications

We regulate the telecommunications sector, including voice, broadband, and mobile service providers. Additionally, we oversee the management of spectrum used by these providers (working with the UK communications regulator Ofcom)

What the JCRA does:

We license providers of telecommunications systems in Jersey

We investigate potential breaches of the Law and Licence conditions, including anti-competitive conduct

We set wholesale prices and make other appropriate regulatory interventions in markets where significant market power has been found

We track and report on key statistics in the sector alongside monitoring mobile mast emissions

We assess interest in and demand for local radio spectrum needed for telecommunications services and recommend Ofcom issue relevant spectrum licences

What the JCRA doesn't do:

We do not set retail prices for mobiles, landlines or internet services

We do not issue or manage telephone numbers; these are administered by Ofcom

We do not regulate content or license broadcasters - this is Ofcom's role

Our primary role is to ensure that telecommunications services are provided so as to satisfy all current and prospective demand.

Our work is carried out under the Telecommunications (Jersey) Law 2002, the Government’s Telecoms Strategy and Telecoms Strategy Action Plan.
