What law governs postal services regulation?


The Postal Services (Jersey) Law 2004 governs the regulation of postal services in Jersey. Further details are provided in the Postal Services (International) (Jersey) Order 2005.

What are the JCRA’s duties under the Law?


The law empowers us to license companies providing postal services in Jersey. Our primary duty is to ensure that postal services meet current and future demand, both within Jersey and internationally.

We also have additional responsibilities including:

  • Acting in the interests of consumers
  • Ensuring the efficiency of postal services
  • Keeping prices reasonable

Under Article 3 of the law, a licence issued by the JCRA is required to convey a letter from one place to another.

Have there been any directions or guidance from the Minister?


Yes, directions and guidance under Article 9 of the Law were issued in February 2005.

These include:

  • Expectations for meeting demand for postal services
  • Requirements for consultation with the Minister and public on any changes to the universal service obligations

How does the JCRA regulate the postal sector?


Our regulatory approach tis based on the Strategic Review, completed in 2024.

Key areas of focus include:

  1. Oversight of licensees:
    • Managing licences for postal service providers
    • Using a user council to gather feedback
    • Requiring regular reporting of key data
  2. Safeguarding the universal service obligation:
    • Ensuring Jersey Post Limited (Jersey Post) meets its obligations as set out in its Licence
    • Defining how universal service obligation requirements could evolve, including expectations for cost allocation
  3. Meeting consumer expectations.
    • Imposing quality of service targets for Jersey Post
    • Monitoring delivery times, consumer satisfaction, complaints and refunds

No formal policy framework exists for the postal sector. In our Strategic Review, we recommended developing one to ensure future suitability and consumer protection. To support this, we published ‘Reflections on the Review’, which outlines key areas for future policy development.
