What is a mast?


Jersey's mobile operators use masts, also known as base stations, to enable mobile phones to connect to their networks. These stations rely on radio waves to establish connections.

What are the guidelines on safe mast emissions?


In response to public concerns around the emissions of non-ionising radiation (NIR) from various technologies in 1992 the International Commission for Non-Ionising Radiation Protection (ICNIRP) was established. ICNIRP is a body that assesses the impact of NIR on people and the environment, based on scientific data, and produces guidelines on safe levels of NIR for the public. The World Health Organisation recognises these guidelines, which are also used in the European Union and other regions as standards for safe levels of emissions.

What does the JCRA do?


In 2007, the Minister for Economic Development directed the JCRA to address mobile masts and their emissions, with more details available on our Legal and Policy Framework page. 

This included regular emission testing; the JCRA conducts annual audits to ensure compliance with ICNIRP guidelines, making the results publicly accessible. These audits verify adherence to licensing obligations related to radio emissions, ensuring public and staff safety near masts.

What does the latest testing say?


The latest report shows that emissions from all masts tested remain well within guidelines on safe levels.

What about coverage?


The JCRA does not routinely test mobile coverage in the island. However, in 2014 as part of assessing whether operators had met coverage obligations as part of their 4G spectrum licencing we carried out independent "drive testing".

This testing assessed coverage along the majority of the island's roads and the results of this are below.
