What is telecoms security?


Telecoms security is the protection of Jersey’s communications networks and services from disruption, interference or unauthorised access. Recognising how essential this is for Islanders and local organisations, the Government has introduced a telecoms security framework to strengthen security and reliability, and to ensure effective recovery following any network or service incidents.
The framework includes:

  • A requirement to remove telecoms equipment supplied by companies based in countries considered hostile to local interests.
  • A range of duties designed to enhance telecoms network and service security and reliability.

What is the JCRA’s role?


The updated legislation gives us significant new powers and duties to ensure that the expectations set out in the telecoms security framework are met. Our operational telecoms security functions include:

  • Compliance monitoring: to ensure telecoms providers are working to best practice standards.
  • Incident reporting: receiving and assessing network and service incidents.
  • Enforcement: investigating potential failures to meet the expectations of the telecoms security framework.
  • Information sharing: working with others involved in telecoms security to improve protection.

What duties do telecoms providers have under the telecoms security framework?


All telecoms providers in Jersey must design, build, and manage their networks and services in ways that minimise the risk of any security compromise affecting availability, performance or functionality. They must also report any identified risks or security incidents to the JCRA.

In addition, the largest providers must demonstrate to the JCRA that they are following best‑practice measures to reduce the likelihood of a security compromise.

Which other organisations have a related telecoms security role?


The JCRA works with others to ensure effectiveness and coordination of the telecoms security framework. These include:

  • The Government – which is responsible for policy and legislation.
  • Jersey Cyber Security Centre (JSCS) – which is responsible for promoting and improving local cyber resilience.
  • National Cyber Security Centre (NCSC) – which provides Jersey with national cyber security guidance and support.
