Full Licence Application Process

Information for organisations considering applying for a telecoms licence and for existing licensees in relation to the approval of a change of control and on surrendering a telecoms licence

There are four classes of telecoms licence in Jersey:

  1. a Class I licence is for those telecoms operators that have no discernible impact on the competitive market;
  2. a Class II licence is for those applicants without Significant Market Power (SMP);
  3. a Class III licence is for those applicants with SMP; and
  4. a General Class licence is for cases where there is a need for a licence but where, in our opinion, a formal application is too rigorous for the requirement. There is no need for an application or for notification to be made, but the licensee is required to know the limitations and responsibilities of the General Class licence.
