T-144 - Numbering Review

Telephone numbers remain a vital component of telecommunications networks, enabling the routing of calls and messages between users. They have also become increasingly associated with fraudulent activity, with scammers using telephone numbers to persuade people that they are being contacted by legitimate organisations.


The Government of Jersey recently amended Jersey’s telecoms law to clarify the UK communications regulator Ofcom’s legal powers to allocate, manage and withdraw numbers in Jersey. Following this, the JCRA is reviewing its regulatory framework for numbering, both to accommodate the legal changes and to ensure sufficient protections exist to help minimise the misuse of numbers.


The first step in this process is a Call for Information on possible local exemptions to Ofcom’s National Telephone Numbering Plan (NTNP). This document sets out the telephone numbers available for allocation and states any restrictions on how they may be adopted or used.

 

The Call for Information — available below — is open until 10 July 2026, with the outcome to be included in a Draft Decision planned for publication later in the year.
