Spectrum Strategy

Radio spectrum is a vital enabler of wireless communications, allowing devices such as mobile phones to connect to telecom providers’ networks. It is, however, a limited resource that requires careful licensing and management to ensure sufficient capacity for the wireless services and applications Islanders rely on, while also preventing interference between devices.

The Authority is developing a spectrum strategy to provide a framework for regulatory decisions, plans and areas of focus. This will enable interested organisations to consider and plan future network, service, and trial deployments.

Following a Call for Information consultation in 2025, the JCRA has prepared a Draft Spectrum Strategy outlining its approach, analysis and provisional decisions. This draft was released for consultation on Monday 12 January 2026, with a six‑week period for interested parties to submit comments. After this, the JCRA intends to issue a final Spectrum Strategy and proceed with allocation and licensing activities.
