Martin was appointed Chair of the JCRA from 1 July 2026.
He spent most of his career as head of the competition and regulatory practice at a leading global law firm, where he acted for business, governments and regulatory bodies and was a member of the firm's global leadership team.
Recently he has served as a member of the Board of the UK Competition and Markets Authority (CMA) and chaired the CMA's Panel of independent experts leading inquiries into major mergers and market investigations.
Martin currently chair the Expert Panel of the UK Independent Football Regulator (IFR), which provides clubs and others subject to the IFR's regulatory regime, with the right to seek an independent review of certain IFR decisions.
He was formerly Deputy Chair of the Office for Students, the regulator for higher education, and has served as a board member of the Solicitors Regulation Authority, The Economic and Social Research Council, and Police Now.
Martin has written and spoken extensively on competition and regulatory law and policy and is a quondam fellow of Hughes Hall, University of Cambridge.
